Conductor Licence – Eligibility and How to Apply Online
A Conductor Licence (CL) is an official authorization required for individuals who want to work as conductors on eligible public or private transport vehicles in India, particularly buses. It is generally issued by the Regional Transport Office (RTO) or District Transport Office (DTO) under the applicable motor vehicle regulations. The licence authorizes a conductor to perform duties such as assisting passengers, collecting fares, issuing tickets, and maintaining orderly travel.
In states where a conductor licence is required, obtaining one is an important condition for legally performing conductor duties. The licensing system helps transport authorities maintain proper standards for passenger services and fare collection. Requirements can vary by state, including eligibility criteria, documents, application procedures, fees, validity, and renewal rules. Applicants should check the relevant state transport department for the latest requirements before applying.
What Is a Conductor Licence?
A conductor license is an official document issued by the government transport department. You get it after they check your eligibility, verify your documents, and in some cases, complete your training.
This license proves you are qualified to handle passenger transport duties. These duties include selling tickets, helping passengers, and following transport rules.
Working as a conductor without a valid license is risky. It can lead to fines, job loss, or even legal action in many transport systems.
Conductor Licence Eligibility
The transport department sets the basic rules every applicant must meet to get a Conductor License. Here’s what you need to qualify in most states:
- Age: You must be at least 18 years old.
- Education: Pass at least 8th or 10th standard, depending on your state’s rule.
- Medical fitness: Stay in good health with clear vision. The job means long shifts and dealing with passengers all day.
- Documents: Keep your ID proof, address proof, and passport-size photos ready. Some states also ask for police or character verification.
- First Aid Certificate: Get a valid First Aid certificate from St. John Ambulance Association (India).
- Character Certificate: Get a moral character certificate from a civil surgeon or assistant civil surgeon.
- Language skills: Know the local language well enough to talk to passengers and answer their questions.
Rules can change a little from one state to another. Always check your state transport department’s website before you apply.
Required Documents
Documents you need to submit:
- Identity proof — Aadhaar card, National ID, voter ID, or passport. The RTO uses this to confirm who you are.
- Address proof — A document that shows where you live. This helps the RTO check that you fall under their jurisdiction.
- Educational qualification certificate — Your school or board certificate. It proves you meet the minimum education level needed for a conductor license.
- Medical fitness certificate — A doctor must confirm you are healthy enough to work as a conductor. Use Form 1 if you are under 40 years old. Use Form 1A if you are 40 or older, a registered medical practitioner must sign it.
- Passport-size photographs — The RTO uses these for your records and prints one on the license.
- Application form — The main form where you fill in your name, education, and contact details. Most states use Form L.Con.A. A few states like Tamil Nadu use Form C.L.A instead.
- Fee payment proof — A receipt that shows you paid the application fee. The fee changes by state and usually falls between ₹100 and ₹500.
Application Process for a Conductor Licence
At the RTO (Regional Transport Office), the Conductor License application process normally includes a few simple steps. First, the applicant must visit the nearest RTO office or the official transport department website and fill out the conductor license application form.
Online Application via Parivahan Sewa
- Visit the Parivahan Sewa Portal
Open your browser, go to the official Parivahan Sewa website, and open the main homepage. - Select Driving Licence / Conductor Related Services
On the homepage, choose the licence-related services section and select the conductor license or related service option (if available in your state).
- Select Your State
Input your state from the dropdown list to continue with the application under your state transport department. - Click on “New Conductor Licence”.
- Fill the Online Application Form
Input the required details like personal information, address details, education details, and other required information carefully.
Upload Required Documents
Scan the documents you need and upload them on the portal. Keep these ready:
- Identity proof
- Address proof
- Medical certificate (Form 1 or 1A)
- SSLC certificate
- Recent photographs
- Training certificate (if you have one)
Most portals accept JPEG or PDF files. Keep each file under 1 MB.
- Pay the Application Fee
- Pay the fee online through UPI, debit card, credit card, or net banking. The fee changes by state. For example, Karnataka charges ₹200 and Maharashtra charges ₹500.
- Book an Appointment (If Needed)
- Some states ask you to book a slot at the RTO. The slot is for document checks or biometric verification. Check your state’s portal to see if this step applies.
- Visit the RTO for Verification (If Needed)
- On your appointment date, go to the RTO office. Carry all your original documents. The officer will match them with your uploaded copies.
- Application Processing and Approval
- After verification, the transport department reviews your application. Once approved, they issue your conductor license. To track progress, open the Parivahan portal and click on “Application Status.”
Conductor License Offline Application
You can apply for a Conductor License offline by visiting your nearest RTO (Regional Transport Office) or transport department office. The process is simple. You fill out a form, hand over your documents, and finish the verification. Once that’s done, the RTO issues your license.
Steps to Follow
- Get the forms. Pick up Form L.Con.A and Form 1/1A from your nearest RTO or transport department office. You can also download them from the official transport department website.
- Collect the Conductor License application form from the RTO counter or the website.
- Attach the required documents — ID proof, address proof, medical certificate, and recent passport-size photos.
- Submit the filled form at the RTO counter along with all your documents.
- Book your appointment for the Conductor License test at the RTO.
- Finish the verification. The RTO checks your documents. If a medical check is needed, complete that too.
Conductor Licence Test
The Conductor Licence Test is conducted by the RTO (Regional Transport Office) or transport authority to check whether the applicant has the basic knowledge and skills required to work as a bus conductor.

- Issue tickets and work out fares correctly.

Issuance of Conductor License
The conductor licensing process is the final step in the issuance of a Conductor License, where the transport department or RTO officially provides the license to the applicant after successful verification.
- Within 7-30 days, RTO issues the conductor license, depending on the state.
- The license is valid for 3 years. After this time, you can renew this.
- Through the Parivahan portal or DigiLocker, download your license, and the applicant gets a physical license card.
Renewal Process
Renewing your conductor license is important if you want to keep working without any legal trouble. Once your license expires, you need to renew it on time to avoid fines or stopping your work.
You can apply for renewal within 30 days before or after the expiry date. You can do this online through the Parivahan portal or by visiting your nearest RTO office.
Here’s what you need to submit:
- Filled Form L.Con.A.
- Medical certificate (Form 1 or 1A)
- First Aid Certificate (if your old one has expired)
- Proof of identity and address
- Copy of your current license
- Passport-size photos
You will also need to pay a renewal fee, which is usually between ₹100 and ₹300, depending on your state.
Conductor Licence Renewal Process
Licence Renewal Process is mandatory to continue working legally as a conductor after the license expires. License holders should apply for renewal before the expiry date through the transport department portal, by visiting the nearest RTO office, or the Parivahan Sewa website
- Open the Conductor Licence Menu, and click on “Services On Conductor Licence.”
- Write the Conductor Licence Number and date of birth, then click on “Proceed”.
- Upload the required documents while filling out the renewal application form
- Submit the application to the Regional Transport Office (RTO).
After successful verification and approval, the renewed conductor license is issued in digital or physical format, allowing the conductor to continue working without errors.
