You can apply for a license from home via the Sarathi Parivahan Service Portal without visiting the Regional Transport Office (RTO):

• Visit the official website – parivahan.gov.in and click on “Driving Licence Related Services. in the Online Services menu.

• Click on Driving License Related Services.
• Select the state where you want to apply for the driving licence.
• After submitting, a new page with multiple options will open.
  • For a learner’s license, click “Apply for Learner Licence.”
  • For a permanent license, click “Apply for Driving Licence.”

How to Apply for a Permanent Driving Licence (DL)

You’ve held your LL for at least 30 days and practiced enough to feel confident. Now it’s time for the real licence. Here’s what the process looks like — including what the driving test actually involves, which almost no guide explains.

Permanent DL application process — Form 4 — Sarathi Parivahan

1 Wait at least 30 days after LL issuance

You must hold your LL for a minimum 30 days and a maximum 180 days. Apply too early and the portal rejects it. Wait past 180 days and your LL expires — you’ll need to renew it before applying for DL.

2. Go to Sarathi → “Apply for Driving Licence” → Enter LL number + DOB

The portal auto-fetches your LL details. Verify the pre-filled information carefully — name spelling, date of birth, address. Any mismatch here causes rejection at the RTO.

3. Fill Form 4 → Upload documents

You need: your valid LL, age and address proof, passport photo, and Form 1A medical certificate if you’re 40+ or applying for a commercial licence. Upload in JPEG or PDF, under 500 KB each.

4. Pay fee → Book your driving test slot at RTO

DL fee: approximately ₹200. Driving test fee: approximately ₹300. Both vary by state. After payment, book your test slot — choose your RTO, date, and time. Download and print the appointment slip.

5. Appear for driving test at RTO — here’s what to expect

For bikes (MCWG/MCWOG): You’ll navigate a figure-8 shaped track. The Motor Vehicle Inspector (MVI) evaluates your balance, turning, and control. For cars (LMV): You’ll do an H-pattern or T-pattern track test. The MVI checks your clutch control, gear shifts, turning, and reversing. Bring your own vehicle. It must match the category you applied for. A helmet is mandatory for bikes on test day.

2. Apply for an LL in the new category first (in most cases)

You need a valid LL for the new vehicle class before you can apply to add it to your DL. Follow the same LL application process.

3. Hold the LL for 30 days → Apply for the new class → Take the test

The process mirrors a fresh DL application for that specific category. You’ll appear for a driving test at your RTO for the new vehicle class.
